The Washington State Department of Health (DOH) interfaces with the agricultural industry primarily through inspections of temporary worker housing. This type of housing is for migrant and seasonal workers, not full-time, year-round workers. Since dairy producers do not usually employ and house migrant and seasonal workers, you will likely have very limited interactions with DOH.
If you provide housing for migrant and seasonal workers, you will want to work with DOH to have your housing inspected. DOH inspects and licenses housing for 10 or more occupants. The Washington State Department of Labor & Industries inspects and enforces temporary worker housing rules for less than 10 occupants.
DOH has a listing of all of the pertinent RCWs and WACs regarding temporary worker housing. These laws and rules can be found here. Information regarding consultation services, fees, and FAQs can be found here.
